The Australian Industrial Chemicals Introduction Scheme (AICIS) helps protect Australians and the environment by assessing the risks of importing or manufacturing (introducing) industrial chemicals and promoting their safe use. AICIS focuses on chemicals, polymers and ingredients of products used in printing, plastics, mining, construction, paints, adhesives, consumer goods, cosmetics and many more.

Changes from NICNAS to AICIS


  • Previous Australian Inventory of Chemical Substances (AICS) becomes Australian Inventory of Industrial Chemicals (AIIC), which only lists chemicals for industrial use
  • Some exemptions under NICNAS such as low volume cosmetic introductions must be categorised to make sure it is authorised under AICIS from 31 August 2022
  • Secondary notification obligations become specific information requirement in the new Inventory, where introducer may be required to submit a form to update information about the introduction so AICIS has the chance to evaluate the introduction
  • AICIS bans on the use of new animal test data for cosmetics
  • Reduced regulatory burden for introduction of some lower risk chemicals
  • Early introduction permits become assessment certificate application
  • Low volume permits will stay in force at least until 30 June 2022, working as a time-limited assessment certificate. Renewal cannot be requested. All introductions should be properly categorised after that
  • Controlled use permit, (CUP) will not be issued under AICIS. However, a current valid CUP will become a time-limited assessment certificate under AICIS until 30 June 2022. All introductions should be properly categorised after that
  • Registration charges are based on an 8-level system, replaced NICNAS 4 tier system, determined by the value of the industrial chemicals introduced in the previous financial year
